Pease join Lambda Alpha International’s Baltimore Chapter for our May Virtual Presentation on Wednesday, May 27th. The presentation will feature Kevin Quinn, Administrator of the Maryland Transit Administration: Transit in Maryland and Its Effects on the State and Real Estate.

Kevin B. Quinn, Jr. has an extensive background in implementing innovative transportation projects, with both public and private sector experience in the transit and planning industries. In June 2017, he was appointed Administrator of the Maryland Department of Transportation Maryland Transit Administration (MDOT MTA). In this role, Mr. Quinn oversees the 13th largest transit system in America, managing six modes – Local Bus, Metro SubwayLink, Light RailLink, Mobility paratransit services, Commuter Bus, and MARC Train Service – with an annual operating budget of $850 million and a six-year capital budget of over $3.3 billion. Mr. Quinn also oversees the construction of the Purple Line, a new, 16-mile light rail line outside of Washington, D.C., currently the largest transit public-private partnership (P3) in the nation.

Since his appointment, Mr. Quinn has focused on rider-centered solutions that include the introduction of real-time tracking technology for Local Bus service that features a user-friendly customer facing app; the introduction of CharmPass, the agency’s popular mobile payment app; and the rollout of MDOT MTA’s Safety Management System. In recognition of the power of employee contributions to the workplace, he continuously engages those on the front lines with regularly scheduled face-to-face meetings. He also taps into their knowledge and experience through the Project Green Light program, an opportunity for all employees to contribute their best ideas for service improvements to MDOT MTA management.

As a firm believer in data-driven management, Kevin Quinn continues to have a big impact on changing the culture of the agency. His relentless focus on enhancing the Local Bus system’s on-time performance (OTP) has resulted in markedly and steadily improving performance statistics – from 59 percent OTP in 2016 to 76.3% in January 2020– as well as increased safety and enhanced accountability. As a result of these initiatives and others, overall customer satisfaction with the Local Bus system under Mr. Quinn’s leadership has risen by 13 percent, according to MDOT MTA’s latest customer satisfaction survey.

Prior to taking on the role of Administrator, Mr. Quinn served as the agency’s Director of Planning and Programming. He oversaw the agency’s $3.6 billion, six-year capital program, managing coordination with the Federal Transit Administration on all grant programs. As project development leader, he was responsible for advancing all agency planning and capital projects to 30 percent design. He also managed all aspects of producing project-related environmental impact statements.

In addition to his work overseeing major statewide transit planning projects, Mr. Quinn was responsible for managing all aspects of design and implementation for BaltimoreLink, Governor Hogan’s $135 million comprehensive transit network redesign. That includes the restructuring of more than 60 bus routes and the introduction of new, high-frequency lines; planning and design of supporting capital projects, including dedicated lanes, transit signal priority and transfer facilities; the development of metrics and performance measures for the BaltimoreLink network; oversight of new fare policy development, Title VI and service equity analysis; and the creation of a public outreach and education campaign, including numerous presentations at public workshops and community meetings, as well as the development of a full complement of maps, graphics and web-based applications.

Mr. Quinn holds a Master’s Degree in Public Policy from Johns Hopkins University.
